Our 2026-2028 grant strategy zeroes in on one clear priority: accelerating regional core vibrancy on both sides of the river.
Backed by $775,000 in committed funding, this grant program is a tangible investment in what’s possible when collaboration meets intention. Through a two-tiered grant model, the GPLC is supporting projects that deliver quick wins, build sustained progress and drive measurable results across the region.
Two grant types. One shared goal: impact.
Community Sprint Grants Section
Designed for quick, visible wins, these short-term grants fund high-visibility projects within six regional core districts. They support beautification, programming and community-led initiatives to deliver quick impact while contributing to broader vibrancy goals. From pop-up booths and seasonal décor to large scale murals and hospitality teams, each activation spurs community pride and delivers measurable results within three to six months. Sprint grants are offered every six months with both Spring and Fall grant portfolios awarded.

Investment Grants Section
Created to partner with Community Development Organizations (CDOs) in reshaping our region’s future, these coordinated, long-term investments focus on attracting businesses and driving transformation in a targeted area of Downtown Peoria's Central Business District.
With a sharp geographic focus, this initiative is designed to create concentrated collaboration to drive momentum and sustainable economic growth. From revolving loan funding incentives to coordinated marketing to business attraction and retention efforts, each investment grant strengthens Greater Peoria’s economic core.
At this time, all Investment Grant funds are awarded through the ProjectOne investment grant initiative underway with our five partner CDOs: Discover Peoria, Downtown Development Corporation of Peoria, East Peoria Chamber of Commerce, Greater Peoria EDC, and Peoria Area Chamber of Commerce.
